Message from the Minister of Finance
I am pleased to present the 2002-2003 Statistical Yearbook
of the Republic of Palau, which is written and published annually by
the Bureau of Budget and Planning under the Ministry
of Finance. Information provided in this yearbook was collected, compiled
and generated in close cooperation with relevant government
ministries and agencies, as well as semi-government agencies,
private institutions, and the community.
This annual statistical yearbook features key
socio-economic data, particularly vital statistics collected from the public
and private
sectors and compiled for the purpose of providing a
basis for economic development planning, policy development, investment
planning and decision-making. This statistics yearbook
is important not only for the national and state governments to guide their
development planning and decision making processes, it
also provides the basis for individual investors and corporate groups
to analyze and understand specific market conditions
in connection with the prevailing economic forces in the Republic of Palau.
This yearbook is also used by individuals, community
groups and international organizations that are interested in assessing
specific components of the economic and social
sectors.
The government, especially the planning and statistics
component of the Bureau of Budget and Planning, continues to build its
capacity to produce this publication in a more
enhanced manner, by integrating a more modern system of data collection,
compilation and processing. On-going efforts are
underway to train existing personnel to advance their skills and abilities
enabling them to produce more reliable, accurate and
informative yearbooks on a timely basis. To further enhance this effort,
relevant ministries and agencies are encouraged to
continue to cooperate with the Bureau of Budget and Planning in the
collection and compilation of statistical data.
Furthermore, I recognize the need for appropriate legislation to facilitate our
efforts
to obtain the most needed data from the government and
the private sector on regular basis.
Finally, I wish to recognize the efforts of the staff
involved in the production of this yearbook, particularly those in the Ministry
of
Finance who collected data and put together this
yearbook, and those from other relevant ministries and agencies who provided
the data. I also wish to extend my appreciation to the
readers of this yearbook and hope that it will be of great assistance in

The 2002-03 Statistical Yearbook publication was made
possible through the support of many government agencies as well
as enterprises in the private sector. The information
contained in this publication will provide the required baseline data and
other information beneficial to the government and
private sectors.
A special tribute to Dr. Michael Levin of the U.S.
Bureau of Census for his involvement to the success of this project and we are
grateful for his continued assistance and support. We
acknowledge the efforts of the government agencies and other individuals
in making this publication possible. We commend the
staff of the Office of Planning and Statistics for their continued effort in
the compilation of this publication.
The statistical yearbook is an annual publication of
demographic, economic, social and housing characteristics. It serves as
a summary of aggregated statistics about the Republic
of Palau, and a reference for planners and many other groups of
people for planning and implementing acitivities
concerned with the development of out nation.
The Republic of Palau became an Independent Nation on
October 1, 1994 with the implementation of the Compact of Free
Association between Palau and the United States of
America.
Palau stretches from about 2 to 8 degrees north
latitude and 131 to 135 degrees east longitude. Palau covers 189 square
miles of land area including the rock islands. The
surrounding sea area includes an exclusive economic zone extending
over 237,850 square miles. The capital of Palau is
located in Koror, with a land area of 7.1 square miles where two thirds of
the population resides. Koror lies just south of
Micronesia’s second largest island, Babeldaob which contains 153 square
miles of undulating forests, grasslands, rivers,
waterfalls, wetlands, mangroves and some of the most beautiful stretches of
beaches.
Palau consists of 16 states on more than 340 islands,
with only nine being inhabited. These are, from Northeast to Southwest:
Kayangel, Babeldaob, Koror, Peleliu, Angaur, Sonsorol,
Pulo Anna, Hatohobei and Helen Reef. Most of the islands are of
volcanic origin, and others are of raised limestone.
Babeldaob is the largest island, making up eighty percent of the total land
area. Babeldaob Island consists of ten states, namely
Airai, Aimeliik, Ngeremlengui, Ngerchelong, Ngchesar, Melekeok,
Ngiwal, Ngaraard, Ngardmau and Ngatpang. Kayangel,
Koror, Peleliu, Angaur, Sonsorol, and Hatohobei are the remaining
States.
Palau’s distance to major cities in nautical miles:
Guam (722 miles), Hong Kong (1,739 miles), Honolulu (4,449 miles), Manila
(528 miles), San Francisco ( 5,751 miles), Shanghai
(1,679 miles), Sydney (3,319 miles), Tokyo (1,890 miles). The
Republic of Palau is nine hours ahead of Greenwich Mean
Time and is in the same time zone as Japan.
